Adopted by the City of Liberty
Public Document
This Code defines criminal, public administration, public order, traffic, and regulatory offenses within Liberty City. It prescribes maximum custody (in days) and monetary penalties. Public authorities, law enforcement, and the courts shall apply these provisions.
1. General Provisions
1.1 Title. This document may be cited as the “Liberty City Penal Code” (LCPC).
1.2 Territorial Application. The Code applies throughout Liberty City, including public ways, government and law enforcement facilities, ports, and any other area under City jurisdiction.
1.3 Format.
Offenses are listed as:

LCPL 160-20 – Robbery, 1st Degree (F2) – up to 12 days – $15,000 – 8 pts
1.4 Multiple Offenses. A single act may violate several provisions; each distinct offense may be charged and penalized.
1.5 Discretion. Courts and authorized officers may apply lower penalties than those listed, taking into account circumstances, prior conduct, and public safety.
1.6 Monetary Penalties and Tickets. Where “up to” is stated, a lesser fine may be imposed. Certain lower-level offenses may be disposed of by ticket without custody.
1.7 Life / Indefinite. Only available for the gravest offenses (aggravated homicide, terrorism, serial offenses, deliberate killing of public officials) and only by court or competent authority.

3. Title 1 – Crimes Against the Person
LCPL 120-10 – Assault, 3rd Degree (M2) – up to 2 days – $2,000 – 3 pts
Intentionally or recklessly causes physical injury to another person, without a deadly weapon.
LCPL 120-15 – Assault, 2nd Degree (F3) – up to 10 days – $6,000 – 6 pts
Assault with a deadly weapon or dangerous instrument, or assault on an on-duty public safety or public service employee.
LCPL 120-20 – Assault, 1st Degree (F2) – up to 12 days – $10,000 – 8 pts
Serious physical injury caused intentionally with a deadly weapon, or by conduct showing extreme disregard for human life.
LCPL 120-30 – Battery on Public Official (F2) – up to 12 days – $12,000 – 8 pts
Injury to an on-duty law enforcement officer, corrections officer, medic, judge, or designated public official.
LCPL 120-40 – Reckless Endangerment (M1) – up to 5 days – $3,000 – 2 pts
Reckless conduct creating a substantial risk of serious physical injury.
LCPL 125-10 – Manslaughter (F2) – up to 12 days – $12,000 – 10 pts
Causes the death of another person without premeditation, including through recklessness or during a lesser offense.
LCPL 125-20 – Murder, 2nd Degree (F1) – up to 15 days – $20,000 – 15 pts
Intentionally causes the death of another person, or causes death during the commission of a violent felony.
LCPL 125-25 – Murder, 1st Degree (F1) – 15 days to Life/Indefinite – $25,000 – 20 pts
Premeditated killing; killing of a public official; killing in the course of terrorism or hostage-taking; killing of multiple persons.
LCPL 130-10 – Sexual Offense (F2) – up to 12 days – $20,000 – 10 pts
Sexual act obtained through force, coercion, or without valid consent, or against a protected person.
LCPL 135-10 – Kidnapping / Unlawful Restraint (F3) – up to 10 days – $7,500 – 6 pts
Abducts, transports, confines, or restrains a person without lawful authority.
LCPL 135-15 – Hostage Taking (F2) – up to 12 days – $15,000 – 8 pts
Holds a person to compel action or inaction by authorities or other parties.
LCPL 135-20 – False Imprisonment (M1) – up to 5 days – $4,000 – 3 pts
Unlawfully restrains another person without consent and without authority.
4. Title 2 – Crimes Against Property
LCPL 140-10 – Trespass (V) – up to 1 day – $1,500 – 1 pt
Entering or remaining on property without permission or after being instructed to leave.
LCPL 140-15 – Criminal Trespass, Secured Premises (M2) – up to 2 days – $2,500 – 2 pts
Entering or remaining in locked, secured, restricted, police, or government premises.
LCPL 140-20 – Burglary, 3rd Degree (F4) – up to 7 days – $5,000 – 4 pts
Unlawful entry into a building, interior, or vehicle with intent to commit a crime.
LCPL 140-30 – Burglary, 2nd Degree (F3) – up to 10 days – $9,000 – 6 pts
Burglary of an occupied structure, at night, or with burglary tools.
LCPL 140-40 – Burglary, 1st Degree (F2) – up to 12 days – $12,000 – 8 pts
Burglary of a dwelling or burglary where the offender is armed or causes injury.
LCPL 145-10 – Criminal Mischief / Vandalism (M2) – up to 2 days – $2,000 – 2 pts
Intentionally damages or defaces public or private property.
LCPL 145-15 – Aggravated Criminal Mischief (F4) – up to 7 days – $6,000 – 4 pts
Damages government property, public safety vehicles, or high-value property.
LCPL 155-10 – Petit Larceny (M2) – up to 2 days – $2,500 – 2 pts
Steals property valued under $2,500.
LCPL 155-20 – Grand Larceny (F3) – up to 10 days – $7,500 – 5 pts
Steals property valued at $2,500 or more, or steals a motor vehicle.
LCPL 155-25 – Grand Larceny, 1st Degree (F2) – up to 12 days – $12,000 – 7 pts
Steals property valued at $25,000 or more, high-end vehicles, or property of the City.
LCPL 160-10 – Robbery, 2nd Degree (F3) – up to 10 days – $10,000 – 6 pts
Forcibly steals property or steals by threat of immediate force.
LCPL 160-20 – Robbery, 1st Degree (F2) – up to 12 days – $15,000 – 8 pts
Robbery with a weapon or robbery causing injury.
LCPL 165-10 – Possession of Stolen Property (M1 / F4)
Value under $2,500 → (M1) – up to 5 days – $5,000 – 3 pts
Value $2,500 or more → (F4) – up to 7 days – $8,000 – 5 pts
LCPL 165-20 – Unauthorized Use of a Vehicle (M1) – up to 5 days – $4,000 – 3 pts
Operates or uses a vehicle without permission, without intent to permanently deprive.
LCPL 170-10 – Forgery / Fraudulent Documents (M1) – up to 5 days – $4,000 – 3 pts
Creates, alters, or uses false identification, plates, permits, licenses, or public certificates.
LCPL 170-20 – Financial / Bank Fraud (F3) – up to 10 days – $10,000 – 6 pts
Obtains money or property by means of stolen, forged, or fraudulent financial instruments.
LCPL 170-30 – Possession of Burglary Tools (M2) – up to 2 days – $2,000 – 2 pts
Possesses tools or devices primarily used to commit burglary, under circumstances evincing intent.
5. Title 3 – Offenses Against Public Administration
These protect the functioning of government, courts, and law enforcement.
LCAD 200-10 – Impersonation of a Public Official (M1) – up to 5 days – $5,000 – 3 pts
Falsely represents oneself as law enforcement, medical personnel, or other public official.
LCAD 200-20 – Bribery of a Public Official (F3) – up to 10 days – $15,000 – 6 pts
Offers or gives a benefit to a public official to influence an act.
LCAD 200-25 – Bribe Receiving by a Public Official (F3) – up to 10 days – $15,000 – 6 pts
A public official solicits or accepts a benefit to influence an act.
LCAD 200-30 – Official Misconduct / Abuse of Authority (M1) – up to 5 days – $7,500 – 3 pts
A public official knowingly performs an unauthorized act relating to official duties or knowingly refrains from performing a duty.
LCAD 200-40 – Unlawful Disclosure of Confidential Information (M1) – up to 5 days – $5,000 – 3 pts
Knowingly reveals protected or confidential government information without authorization.
LCAD 210-10 – Perjury / False Sworn Statement (F4) – up to 7 days – $5,000 – 4 pts
Knowingly makes a false material statement under oath or affirmation.
LCAD 210-15 – False Report / Filing False Accusation (M1) – up to 5 days – $4,000 – 3 pts
Knowingly makes a false report of a crime or falsely accuses another person.
LCAD 215-10 – Contempt of Court (M1) – up to 5 days – $4,000 – 3 pts
Disobeys or resists a lawful order, judgment, or process of a court.
LCAD 215-15 – Failure to Appear (M2) – up to 2 days – $2,000 – 2 pts
Fails to appear at a scheduled court proceeding after being duly notified.
LCAD 215-20 – Violation of Protective or Restraining Order (M1) – up to 5 days – $5,000 – 3 pts
Willfully violates a valid court-issued order of protection.
LCAD 215-25 – Tampering with Public Records (M1) – up to 5 days – $5,000 – 3 pts
Alters, destroys, conceals, or fabricates an official record.
6. Title 4 – Public Order and Peace
LCPL 240-10 – Disorderly Conduct (V) – up to 1 day – $1,000 – 1 pt
Fighting, tumultuous behavior, unreasonable noise, or conduct disturbing public peace.
LCPL 240-15 – Unlawful Assembly (V) – up to 1 day – $1,500 – 1 pt
Assembles for an unlawful purpose or refuses lawful dispersal, without violence or property damage.
LCPL 240-20 – Harassment / Menacing (M2) – up to 2 days – $1,500 – 2 pts
Threatening or intimidating conduct that would cause a reasonable person to fear harm.
LCPL 240-25 – Stalking (M1) – up to 5 days – $3,500 – 3 pts
Repeated, unwanted following or contact causing harassment or fear.
LCPL 240-30 – Riot / Violent Assembly (F4) – up to 7 days – $5,000 – 4 pts
Participation in an assembly involving violence, property damage, or resistance to lawful dispersal.
LCPL 245-10 – Public Indecency (V) – up to 1 day – $1,000 – 1 pt
Lewd exposure or sexual conduct in a public place without lawful justification.
LCPL 195-05 – Obstruction of Governmental Administration (M2) – up to 2 days – $2,000 – 2 pts
Interferes with public authorities in the performance of lawful duties.
LCPL 195-10 – Failure to Obey Lawful Order (V) – up to 1 day – $1,000 – 1 pt
LCPL 205-10 – Resisting Arrest (M2) – up to 2 days – $2,500 – 2 pts
LCPL 205-15 – Escape / Attempted Escape (F4) – up to 7 days – $5,000 – 4 pts
7. Title 5 – Weapons, Firearms, Explosives, Drugs, and Contraband
LCPL 265-05 – Unlawful Possession of a Weapon (M1) – up to 5 days – $5,000 – 3 pts
Possession of a firearm or prohibited weapon without required authorization.
LCPL 265-07 – Unlawful Discharge of a Firearm (M1) – up to 5 days – $5,000 – 3 pts
Discharges a firearm in public or in a manner endangering others, without lawful authority.
LCPL 265-10 – Criminal Possession of a Weapon, 3rd Degree (F4) – up to 7 days – $8,000 – 5 pts
Possession of a handgun with ammunition, or concealed long gun, under circumstances indicating unlawful use.
LCPL 265-15 – Criminal Possession of a Weapon, 2nd Degree (F3) – up to 10 days – $12,000 – 6 pts
Possession of automatic or prohibited firearms, possession by a prohibited person, or possession in furtherance of a crime.
LCPL 265-20 – Criminal Use of a Firearm (Add-On) – add up to 2 days – add $2,000
Added to any felony when a firearm is used, displayed, or brandished.
LCPL 265-25 – Weapons Trafficking / Distribution (F2) – up to 12 days – $15,000 – 8 pts
Sale, transfer, or possession of multiple firearms or substantial ammunition for distribution.
LCPL 270-20 – Unlawful Possession of Explosives / Destructive Devices (F2) – up to 12 days – $20,000 – 8 pts
Possesses or transports explosives or destructive devices without authorization.
LCPL 220-10 – Possession of a Controlled Substance (M2) – up to 2 days – $2,500 – 2 pts
Possession of a prohibited narcotic for personal use.
LCPL 220-15 – Possession with Intent to Distribute (F3) – up to 10 days – $8,000 – 5 pts
Possession of distribution-level quantities, packaged narcotics, or circumstances indicating sale.
LCPL 221-10 – Possession of Drug Paraphernalia (V) – up to 1 day – $1,000 – 1 pt
LCPL 270-10 – Contraband in a Secure Facility (F4) – up to 7 days – $5,000 – 4 pts
Weapons, drugs, or prohibited items in police, government, or correctional facilities.
8. Title 6 – Vehicle and Traffic (LCVC)
LCVC 110-10 – Reckless Driving (M2) – up to 2 days – $2,000 – 1 pt
Drives with willful disregard for safety (wrong-way, sidewalk, excessive speed in dense areas).
LCVC 110-15 – Evading / Eluding Law Enforcement (M1) – up to 5 days – $3,500 – 3 pts
Fails to stop for a marked law enforcement vehicle using lights and sirens.
LCVC 110-20 – Aggravated Evading (F4) – up to 7 days – $5,000 – 4 pts
Evading combined with collision, injury, property damage, or presence of a weapon.
LCVC 115-10 – Failure to Yield to Emergency Vehicle (V) – up to 1 day – $1,000 – 1 pt
LCVC 120-10 – Driving Without a License (V) – up to 1 day – $1,000 – 1 pt
LCVC 120-15 – Driving While Suspended / Revoked (M1) – up to 5 days – $2,500 – 2 pts
LCVC 125-10 – Driving Without Insurance / Proof of Insurance (V) – up to 1 day – $1,500 – 1 pt
LCVC 130-10 – Driving Under the Influence (M1) – up to 5 days – $4,000 – 3 pts
LCVC 140-10 – Illegal Parking / Standing (I) – fine up to $500
LCVC 140-15 – Unroadworthy / Illegal Modifications (V) – up to 1 day – $1,000 – 1 pt
LCVC 150-10 – Hit and Run (No Injury) (M1) – up to 5 days – $4,000 – 3 pts
LCVC 150-20 – Hit and Run (Injury) (F4) – up to 7 days – $8,000 – 5 pts
LCVC 160-10 – Street Racing (M1) – up to 5 days – $3,500 – 3 pts
Vehicles may be seized or impounded in accordance with City regulations.
9. Title 7 – Regulatory, Business, and Revenue Offenses (LCAD)
These are “lighter” but important to run the city. Most of these can be ticketed unless there is fraud, repeat violations, or public danger.
LCAD 300-10 – Operating a Business Without a License (M2) – up to 2 days – $5,000 – 2 pts
Engages in business, trade, or professional activity requiring a license without holding one.
LCAD 300-15 – Operating a Vehicle-for-Hire Without Permit (V) – up to 1 day – $2,000 – 1 pt
LCAD 300-20 – Sale of Regulated Goods Without Permit (M1) – up to 5 days – $7,500 – 3 pts
Sells firearms, ammunition, medical supplies, fuel, or other regulated goods without authorization.
LCAD 310-10 – Tax or Fee Evasion (M1) – up to 5 days – $7,500 – 3 pts
Knowingly fails to pay mandatory City taxes, fees, or duties arising from commercial activity.
LCAD 320-10 – Unlawful Public Demonstration (V) – up to 1 day – $1,500 – 1 pt
Conducts a public demonstration or march without required notice or permit, where such permit is required.
LCAD 330-10 – Obstruction of Emergency Services (M2) – up to 2 days – $2,000 – 2 pts
Blocks or interferes with fire, ambulance, rescue, or other emergency services.
LCAD 340-10 – Unlawful Dumping / Environmental Nuisance (V) – up to 1 day – $2,000 – 1 pt
Deposits waste, fluids, or materials in public places without authorization.
LCAD 350-10 – Health and Safety Violation (M2) – up to 2 days – $3,000 – 2 pts
Maintains or operates premises in violation of public health or safety requirements.
10. Enhancements, Attempts, and Special Rules
10.1 Attempted Offense.
Where an offense is attempted but not completed, the competent authority may impose up to 50% of the maximum custody and fine for that offense.
10.2 Aiding, Abetting, and Conspiracy.
Where a person intentionally assists, encourages, organizes, or conspires to commit an offense, the authority may impose up to 75% of the maximum custody and fine for the completed offense.
10.3 Firearm Enhancement.
Whenever a felony is committed while using, displaying, or brandishing a firearm, add:
LCPL 265-20 – Criminal Use of a Firearm – add up to 2 days – add $2,000.
10.4 Repeat Offenders.
If the offender has one or more prior convictions for the same or related offense within the previous 30 days, the authority may apply the full maximum for the offense and may add up to $1,000.
10.5 Restitution.
In addition to fines, restitution to victims or to the City may be ordered for loss, damage, or cleanup.
10.6 Ticketable Offenses.
The following may ordinarily be disposed of by ticket only, unless aggravating circumstances exist:
LCVC 140-10 – Illegal Parking / Standing – $500
LCVC 120-10 – Driving Without a License – $1,000
LCAD 340-10 – Unlawful Dumping / Environmental Nuisance – $1,000
LCPL 240-10 – Disorderly Conduct – $1,000
LCPL 221-10 – Possession of Drug Paraphernalia – $1,000
LCAD 300-15 – Operating Vehicle-for-Hire Without Permit – $1,500
